Secretary of War Pete Hegseth, speaking at the 2026 Shangri-La Dialogue, outlined a new U.S. national defense strategy for the Pacific, emphasizing a shift from dependency to true partnership based on aligned national interests. Under President Trump, the U.S. aims to reestablish deterrence and a "favorable but durable balance of power," preventing any single hegemon, including China, from dominating the region.

This "strong, quiet, and clear" approach prioritizes lethal capabilities and strategic discipline. Recent direct discussions between Presidents Trump and Xi reinforced building a constructive relationship of strategic stability based on fairness and reciprocity. The Department of War ensures the President negotiates from unquestionable strength, maintaining open military-to-military communication to reduce miscalculation. The strategy centers on deterrence by denial along the First Island Chain. Hegseth stressed increased burden-sharing, citing South Korea's 3.5% defense spending, the Philippines' enhanced interoperability, Japan's defense transformation, and Australia's investment in combat power. Singapore and Indonesia also contribute to regional stability. This requires allies with real military strength, industrial capacity, and political resolve, prioritizing "more combat power."
