ISPP’s Expanding Operational Geography in Pakistan

Jamestown Foundation  |  Rahim Nasar

Islamic State Pakistan Province (ISPP) has significantly transformed its tactical capabilities and operational geography, evolving into a decentralized network capable of carrying out attacks across Khyber Pakhtunkhwa, Balochistan, and Islamabad. This strategic shift focuses on high-impact militant activities, targeted killings of ideological rivals like Sheikh Idrees Tarangzai, and fueling sectarian attacks, demonstrating its expanded militant architecture and urban reach.

ISPP's operational resilience is supported by cross-border sanctuaries, covert urban cells, modified insurgent architecture, and an advanced digital propaganda front, making it a serious threat to Pakistan's domestic security. State intelligence failures, including inadequate surveillance and threat analysis, enable ISPP's expansion and ability to sustain coordinated attacks, as evidenced by the February 6 suicide attack at Tarlai Imambargah in Islamabad. Pakistani security experts must upgrade human intelligence, integrate intelligence sharing, and implement internet-based counter-propaganda to thwart the metastasizing ISPP threat before it further weakens the government.
