Making AI Work for Cyber Defenders: A Strategy for Strengthening U.S. Cybersecurity

Advanced frontier artificial intelligence models like Anthropic’s Mythos and OpenAI’s GPT-5.5-Cyber have demonstrated unprecedented capabilities to identify and exploit previously unseen software vulnerabilities, threatening to compromise critical U.S. national security systems within hours. This rapid technological shift requires the United States to immediately transition from human-speed workflows to automated, AI-enabled cyber defenses.

A June 2026 White House executive order established a framework for 30-day pre-release reviews of these frontier models to evaluate dangerous offensive cyber capabilities. Concurrently, the Cybersecurity and Infrastructure Security Agency must collaborate with the private sector to secure vulnerable open-source software, small businesses, and municipal infrastructure. Establishing a new federally funded research and development center will consolidate cyber breach data and standardize incident reporting alongside the National Institute of Standards and Technology. Ultimately, these coordinated cross-sector efforts aim to harness AI for defense before strategic competitors like China exploit these same capabilities to compromise American infrastructure.

The rapid weaponisation of generative artificial intelligence necessitates an immediate overhaul of India's National Cyber Security Strategy. Manual patching cycles cannot protect critical systems managed by the National Critical Information Infrastructure Protection Centre. Integrating automated, machine-speed defensive algorithms into the Indian Computer Emergency Response Team's protocols is now a national security imperative. Without bilateral technology-sharing agreements with Washington, Indian networks remain highly vulnerable to state-sponsored Chinese cyber campaigns.
