Downstream nations face severe risks regarding water security, seasonal silt transport, and sudden hydrological disruptions along vulnerable river systems. The sheer scale of the engineering effort underscores China's intent to consolidate control over upper-riparian freshwater resources while generating massive renewable power for eastern industrial centers. Without formal transboundary water-sharing treaties or real-time hydrological data-sharing mechanisms, lower-riparian states like India and Bangladesh remain exposed to unannounced operational flow adjustments. Consequently, China's unilateral infrastructure development establishes a formidable leverage mechanism across regional security and environmental domains.
China’s refusal to sign the 1997 UN Watercourses Convention reflects a calculated posture to preserve total operational sovereignty over upper-riparian headwaters in Tibet. Consequently, downstream monitoring in Assam and Bangladesh remains dependent on satellite remote sensing rather than verified upstream gauge telemetry from the Yarlung Tsangpo.
