Elon Musk, 55, said on Saturday that Ukraine had breached Starlink’s terms of service by using the civilian network for offensive drone strikes, and that SpaceX had closed a loophole last week. President Volodymyr Zelensky had said drones were flying at normal speeds again, after more than a week of disruption and back-and-forth with Washington.
Drone speeds first fell about 10 days ago, in some cases below 40 miles an hour, and many aircraft lost contact with pilots and fell. Midrange strikes on Russian logistics suffered most. Oleh, a senior commander, lost more than $1 million worth of drones on the first night. SpaceX told Congress it changed nothing on Starshield, a US government matter, and altered Starlink over offensive military aviation missions. Defence Minister Yevhen Khmara reported Starshield-linked drones near 250 miles an hour on Saturday. Senators from both parties threatened to block Mr. Trump’s pending nominations unless Starshield’s full capabilities returned.
The episode shows that permission to use a data link sat outside Ukraine’s chain of command. Midrange strikes against Russian logistics can need days of planning, yet the speed of the drones flying them depended on terms written elsewhere. By Mr. Musk’s account, Starshield and Starlink carry different rules, so a unit may comply on one and breach the other. That ambiguity bites hardest because the 414th Separate Unmanned Systems Brigade received no official information and had to infer limits by testing.
Ukraine has met this problem before. Mr. Musk has said Starlink coverage was never activated near Crimea when Ukraine sought to hit Russia’s Sevastopol fleet in 2022. That limit was geographic and fixed; the 2026 slowdown hit a service already in use, which would be harder to anticipate. Magyar’s Birds, by its spokesman’s account, learned each new limit only by flying into it.
Washington’s response points the same way. Senators from both parties threatened to block Mr. Trump’s pending nominations until Ukraine’s full Starshield capabilities returned, treating a battlefield link as leverage in a confirmation dispute. Mr. Zelensky thanked Congress, the State Department and the president, which suggests restoration came through political channels, not any technical appeal.
