RUSI and the National Cyber Force (NCF) have renewed the UK Cyber Effects Network, a joint initiative fostering a community of interest in offensive cyber and cyber effects operations. This network convenes representatives from industry, academia, and government to develop thinking on offensive cyber.
Key activities from the first year included workshops on the private sector's role, cyber campaigning, and research challenges, a full-day scenario exercise, a research symposium, and a Fellowship Programme for 11 early career professionals. Air Vice-Marshal Tim Neal-Hopes, Commander NCF, emphasized the network's role in blending experience with contemporary thought to guide UK cyber effects operations. Applications for the expanded next cohort of the 10-month Fellowship Programme are now open, with a deadline of 5 June. The Network will also publish an edited collection of original papers addressing conceptual, doctrinal, legal, policy, capability, and technological aspects of cyber effects operations, followed by a new Call for Abstracts. Offensive cyber operations are defined by the 2022 UK National Cyber Strategy as 'adding, deleting or manipulating data on systems or networks to deliver a physical, virtual or cognitive effect.'
