Russia's domestic alternative to SpaceX's Starlink network, the Rassvet system, is facing severe operational and military setbacks following early satellite failures and a Ukrainian strike on critical ground infrastructure. The initial deployment of sixteen low-Earth-orbit communication satellites by aerospace firm Bureau 1440 suffered immediate equipment failures, while Ukrainian forces targeted a Moscow-area space communication center.
These technical and security crises coincide with a broader financial decline within the state space corporation Roscosmos, which has accumulated 180 billion rubles in losses following the mass cancellation of foreign commercial launch contracts. To reverse this trajectory, newly appointed director Dmitry Bakanov is attempting to integrate private startups into Soviet-era aerospace infrastructure, despite facing intense internal resistance and mass resignations from legacy engineers. Although the Kremlin approved a $58 billion expenditure plan to expand the network to 900 assets by 2035, Kyiv warns that Moscow will dedicate at least 100 satellites to military drone operations.
