How Europe Can Get Putin’s Attention: The Continent Must Overcome Its Russia Predicament

Foreign Affairs | Alexander Gabuev

A coalition of European powers, including France, Germany, the United Kingdom, and Finland, must establish a direct, high-level diplomatic channel to Russian President Vladimir Putin to stabilize relations and prevent direct military confrontation. This initiative seeks to secure guardrails against an uncontrolled arms race and escalating hybrid attacks on European soil.

With the United States under the Trump administration threatening to pull back from NATO, the continent can no longer rely on Washington to manage crisis diplomacy with Moscow. To initiate contact, these nations should send a confidential letter proposing dedicated hotlines to manage flashpoints like airspace violations and severed undersea cables. While maintaining robust military support for Ukraine, this group must signal that future security architectures require a cease-fire negotiated alongside Kyiv and Washington. Although the Kremlin currently prioritizes dealing with the White House, Ukraine's resilient frontline defense and Europe's expanding military capabilities will eventually force Putin to engage.
