The "war before the war" has already begun, with 65 active state-based conflicts acting as learning laboratories. The critical challenge for intelligence organizations is to recognize the 66th emerging theater from weak signals, rather than just understanding existing crises. To achieve this, a "Digital Twin Network" is proposed, comprising thousands of interconnected digital twins for nation-states, terrorist organizations, criminal syndicates, and critical infrastructure.

This network's value lies in its exponential collective learning, where observations by one twin make the entire network smarter, sharing learning, not just information. For instance, a political crisis in Bosnia would update neighboring twins, or a new disinformation tactic would be tested across all emerging theaters. AI agents would continuously update these digital twins for regions like Bosnia or the South China Sea, integrating political, military, economic, and social data to identify changes rapidly and simulate future actions. This system, guided by "Observe" (using The Seven Layers of Emerging Theater Intelligence - SETI), "Learn" (measuring learning velocity), and "Adapt" (tracking technology evolution), aims to predict escalation and identify the next conflict theater. This proactive infrastructure is essential to win the contest of learning.
