Seeking clear technological superiority in undersea and space domains alongside competitive advantage in AI, the strategy establishes critical investment standards to guide future Pentagon budgets and force design.

This prioritized framework faces severe industrial bottlenecks in submarine production, directly affecting nuclear attack fleets and specialized naval platforms. Concurrently, U.S. Space Command focuses on orbital warfare and counter-pLEO capabilities, backed by a proposed $71 billion fiscal 2027 budget request. Meanwhile, Special Operations Forces are accelerating autonomous systems integration, exemplified by the Army John F. Kennedy Special Warfare Center graduating its initial Robotics and Technology Integrators Course on May 29, 2026. Ultimately, these strategic rankings force tactical operators to navigate technological parity in AI while maintaining uncrewed systems against severe electronic warfare jamming environments.

The strategic elevation of undersea warfare directly exposes severe structural constraints within the American naval shipbuilding infrastructure. Drydock availability and skilled labor shortages across prime shipyards already delay maintenance turnarounds for existing Los Angeles-class and Virginia-class attack submarines. Prioritising new autonomous underwater vehicles alongside the Columbia-class ballistic missile submarine program intensifies competition for identical specialised steel, acoustic quieting components, and titanium forging capacity.

This supply-chain friction creates an acute operational bottleneck for Naval Special Warfare assets, including the Dry Combat Submersible and SEAL Delivery Vehicle platforms. Because small-batch special operations craft rely on the exact same industrial vendor base as nuclear-powered combatants, procurement timelines for tactical insertion platforms inevitably slide behind major hull construction.
