Subsidising physical fab infrastructure without parallel human capital expansion creates an operational latency in domestic advanced packaging and front-end fabrication capacity. The labour constraints observed in domestic foundries reflect a structural friction where advanced fabrication equipment remains idle without specialised cleanroom technicians.
