The Department of War (DoW) is launching the Cyber Mastery Incentive Pay (C-MIP) program, a strategic initiative under Project Patriot Pipeline and CYBERCOM 2.0, to modernize incentives for its Cyberspace Operations Forces (COF) assigned to U.S. Cyber Command. This program aims to harden cyber defenses, strengthen the Defense Industrial Base, and cultivate an elite corps of cyber warfighters capable of dominating the digital battlespace.
C-MIP moves beyond legacy models, directly linking pay to certified skill mastery and performance of exceptionally demanding duties. It features two cumulative layers: Skill Incentive Pay (SIP), rewarding demonstrated work role skill levels (Basic, Senior, Master), and Special Duty Pay (SDAP), a monthly incentive for members performing USCYBERCOM-designated exceptionally demanding duties like instructors or advanced cyber roles. Overseen by the Assistant Secretary of War for Cyber Policy, the program takes effect October 1, 2026, to attract, develop, and retain specialized cyber talent, aligning with Secretary Hegseth's strategic vision.
