The Russian Energy Ministry has formed an emergency task force, acknowledging Ukrainian attacks. From January to May 2026, Ukrainian forces executed 38 strikes on Russian oil infrastructure, including 16 in May, causing reduced refinery utilization. Recent strikes on the Chonhar Bridge and the Melitopol-Chonhar highway have cut cargo traffic by 71% over two weeks, disrupting critical military supply lines to occupied Crimea.
