During the Global War on Terrorism, the military optimized USSOCOM for precision strike and direct-action missions rather than independent intelligence gathering. Technical dominance is no longer guaranteed. To survive in peer conflicts like the Russo-Ukrainian War, these specialized units must transition back toward long-duration, self-sustaining operations, robust signature management, and decentralized intelligence integration to generate critical battlespace awareness where technical platforms cannot reliably survive.
The systemic degradation of technical ISR in peer-contested environments exposes a fundamental vulnerability in the post-9/11 doctrine of Joint Special Operations Command (JSOC). For over two decades, JSOC operationalised a highly centralised targeting cycle that treated human assets as mere executioners of technically derived data. This structural dependency on uncontested airspace has left contemporary special operators poorly equipped for the low-signature, autonomous collection required behind modern integrated air defence networks.
This doctrinal pivot hinges on a shift in tactical training from rapid direct-action raids to the long-duration, low-signature insertion methods once perfected by MACV-SOG along the Ho Chi Minh Trail. This operational mechanism relies on absolute electromagnetic silence and independent, decentralised logistics rather than the continuous satellite links and rapid extraction templates of the counter-terrorism era. Without these specific survivability protocols, modern human sensors will fail to penetrate the dense electronic warfare envelopes currently deployed by Russian forces in the Donbas.
