From Collection to Decision: Reimagining Tactical Intelligence

Ukrainian forces in the ongoing war against Russia are rapidly fusing tactical intelligence collection, analysis, and strike execution to destroy camouflaged targets within minutes. This network-centric model utilizes the DELTA battlefield management system and its Vezha video interface to democratize real-time sensor data directly to drone and maneuver units.

Traditional military intelligence structures often rely on sequential, hierarchical reporting that delays decision-making in modern environments characterized by ubiquitous sensors and compressed kill chains. To counter these delays, the US Army is attempting to integrate advanced platforms like the Army Intelligence Data Platform and Maven Smart System into its tactical echelons. However, institutional barriers such as rigid classification policies, limited integration of open-source intelligence, and fragmented command-and-control systems continue to hinder the democratization of time-sensitive battlefield data, leaving tactical units reliant on localized workarounds during high-intensity combat operations, which ultimately limits the scalability of these modern technological solutions.

The deployment of the Ukrainian DELTA battlefield management system demonstrates a fundamental shift from hierarchical intelligence dissemination to a flattened, user-curated targeting network. By integrating live feeds from the Vezha video interface directly with tactical manoeuvre units, this architecture bypasses traditional battalion-level processing nodes that historically bottlenecked sensor-to-shooter loops. This decentralised approach exposes a structural mismatch in legacy Western doctrines, which remain tethered to rigid classification boundaries and sequential staff clearing processes. Consequently, the integration of systems like the Maven Smart System within the US Army remains constrained by a persistent reluctance to delegate targeting validation to lower-echelon commanders.
