Historically, Washington successfully leveraged public credit through institutions like the Reconstruction Finance Corporation and the Minuteman missile program to anchor national security and stimulate commercial tech ecosystems. However, modern private venture capital remains optimised for short-term efficiency rather than long-term industrial resilience, creating a critical financing gap during the capital-intensive scale-up phase. By establishing guaranteed price floors, stable regulations, and long-term offtake contracts, the state can mitigate market risks, incentivize private investors, and secure the physical production capabilities essential for maintaining global leadership.
