A Peace Plan for the Data Center Wars

O’Leary Digital announced a $100 billion plan in late April 2026 to construct Project Stratos, a 40,000-acre data center in an unincorporated portion of Box Elder County, Utah. This massive development aims to bypass local municipal grids by utilizing piped-in natural gas and a closed-loop recycled water cooling system to support expanding artificial intelligence infrastructure.

However, the scale of the facility has triggered immediate local opposition over drought concerns and lack of public transparency. This friction reflects a growing national backlash against digital infrastructure expansion, with over 300 bans or moratoriums currently threatening the American technology boom. As technology firms rush to build high-capacity facilities, they increasingly face severe regulatory hurdles, resource constraints, and community resistance across multiple states. Ultimately, the long-term viability of these critical infrastructure projects will depend on developers successfully balancing massive energy demands with local environmental and economic concessions.

The expansion of massive commercial data infrastructure directly impacts the physical footprint required for military cloud architectures like the US Department of Defence’s Joint Warfighting Cloud Capability (JWCC). In the Western Interconnection, where projects like Stratos seek off-grid natural gas solutions, the reliance on localised energy generation introduces distinct physical vulnerabilities compared to traditional grid-tied military installations. Municipal resource disputes over water rights in the Great Salt Lake basin directly restrict the cooling capacity required for next-generation military-grade server farms. Consequently, the deployment of US military artificial intelligence models remains tethered to highly localised, non-military regulatory battles in states like Utah.
