Consequently, civilian casualties mount when operational rules of engagement prioritize force protection over rigorous visual verification. International legal frameworks established by the 1949 Geneva Conventions face institutional pressure to adapt targeting protocols and accountability mechanisms to cheap autonomous warfare. Establishing enforceable oversight for uncrewed platforms remains essential to prevent systemic violations of distinction and proportionality rules during multi-domain operations.
The widespread deployment of commercial first-person view (FPV) drones complicates compliance with Article 51 of Additional Protocol I of the 1949 Geneva Conventions.
