Venezuela signed an agreement to acquire advanced Chinese artificial intelligence surveillance tools prior to former president NicolΓ‘s Maduro's capture by United States forces in January 2026. Acting President Delcy RodrΓ­guez, who previously supervised the state's intelligence apparatus, has maintained this initiative, positioning Caracas to become the first foreign government outside Beijing to deploy Chinese large language models for population control.

This technical upgrade integrates generative algorithms into pre-existing surveillance databases established over a decade of autocratic rule. Automated monitoring capabilities will significantly enhance real-time tracking, information filtering, and regime counter-operations against perceived Western cognitive warfare. Repression is becoming automated. By embedding Chinese-built digital authoritarianism deep into domestic statecraft, the regime consolidates internal security while establishing Latin America's most sophisticated surveillance architecture. Preventing full deployment represents a critical window for international security policy before these automated systems achieve complete operational capability across Venezuelan society.
