Ukraine's Long-Range Strike Command: Institutionalising Deep Strike

Ukrainian President Volodymyr Zelenskyy signed a decree on 10 July 2026 establishing a dedicated Long-Range Strike Command within Ukraine’s Armed Forces to concentrate resources against Russian targets. This strategic move creates a unified operational architecture designed to maximize deep-strike capabilities across multiple warfighting domains. The new organization addresses long-standing structural inefficiencies by integrating drone strike formations, missile forces, naval unmanned platforms, and multi-agency intelligence support that previously operated in parallel.

This institutional consolidation follows an intense operational escalation where Ukrainian strikes routinely reached targets over 2,000 kilometres inside Russian territory, launching roughly 7,000 long-range drones in March 2026 alone. These sustained attacks reduced Russian domestic gasoline output to 65 percent of capacity by July 2026, directly causing fuel shortages for Russian military formations. By formalizing this strike architecture, Kyiv aims to eliminate targeting bottlenecks, streamline resource allocation, and systematically erode Moscow's strategic warfighting potential.

Dual-track operational hierarchies between the Security Service of Ukraine and the General Staff created parallel targeting streams throughout early deep-strike operations. The establishment of the Unmanned Systems Forces in June 2024 addressed tactical employment but left multi-agency strike integration unresolved. Institutionalising command under a single architecture mitigates friction between competing intelligence organs and strike units. Centralised target prioritisation changes how distributed remote strike assets synchronise effects across distant operational depth.
