China is leveraging the Western Net Zero movement to neutralise the United States’ competitive advantage in abundant oil and cheap natural gas. By funding and influencing Western environmental organisations, Beijing systematically redirects regulatory and public pressure away from its own coal-heavy emissions and toward Western energy industries, weakening Western industrial capacity.
This asymmetric influence operates through complex philanthropic channels like Energy Foundation China, an organisation supervised by Beijing’s National Development and Reform Commission. This entity, led by former Chinese official Zou Ji, receives Western philanthropic funds and distributes grants to both Chinese state bodies and American research groups. Consequently, organisations like the Rocky Mountain Institute receive funding that supports research targeting domestic natural gas, such as the controversial gas-stove asthma study. Tracking these funds is nearly impossible. The resulting regranting system obscures the flow of capital, allowing Chinese intelligence to easily exploit Western environmental advocacy to degrade domestic energy security.
Beijing’s exploitation of Western environmental philanthropy represents a highly sophisticated form of asymmetric information operations. By embedding state-aligned actors within organisations like Energy Foundation China, the Chinese Communist Party influences domestic policy debates in Washington without triggering traditional foreign-agent registration thresholds. This structural integration allows the National Development and Reform Commission to indirectly shape Western regulatory environments. The resulting policy shifts systematically target the United States' domestic fossil fuel infrastructure, effectively neutralising its primary geopolitical energy advantage.
The operational mechanism of Energy Foundation China relies on a multi-tiered regranting architecture that obscures the origin of capital. Western philanthropic entities pool resources that are subsequently directed to organisations like the Rocky Mountain Institute, which then produce targeted policy research.
